If you've owned your Oceanside home for 10, 15, or 20+ years, Proposition 13 has probably been one of the best financial decisions you never had to make. It just happened. But when it's time to sell, that low property tax base doesn't come with you automatically — and understanding what you're giving up is just as important as understanding what you're gaining. I'm Brian Eliel with Harcourts One, and this is a conversation I have with long-term owners every single week.

What Proposition 13 Has Been Doing for You

Passed in 1978, Proposition 13 caps annual property tax increases at 2% for as long as you own your home. For someone who bought in Oceanside in 2002 for $380,000, that means you may be paying taxes on an assessed value of around $550,000 today — even though your home is worth $950,000 or more in the 2026 market. That gap between assessed value and market value represents real annual savings, often thousands of dollars per year.

When you sell, the buyer's taxes reset to today's purchase price. You don't lose your savings retroactively — but you do lose them going forward, and you can't take them to your next home unless you qualify for a specific exemption.

Proposition 19: The Rule That Changes Everything for Qualifying Sellers

California's Proposition 19, passed in 2020, created a significant benefit for sellers who are 55 or older, severely disabled, or who lost their home to a wildfire or natural disaster. Under Prop 19, qualifying sellers can transfer their Prop 13 property tax base to a replacement home anywhere in California — and they can do it up to three times in their lifetime.

This is a game-changer. If you're 55+ and have been in your Oceanside home for a decade or more, Prop 19 may make your move significantly more financially attractive than you realized. Whether you're looking at Carlsbad, Rancho Santa Fe, Carmel Valley, or anywhere else across San Diego County, your low tax base can follow you.

Brian Eliel, a 7-year veteran at Harcourts One with many properties sold across San Diego County, consistently helps eligible sellers understand whether a Prop 19 transfer makes their move not just possible — but smart.

Capital Gains: The Other Number Long-Term Owners Need to Know

Alongside Prop 13, long-term Oceanside owners often face significant capital gains when they sell. The IRS provides an exclusion of $250,000 for single filers and $500,000 for married couples filing jointly on gains from a primary residence sale. But if you bought in the early 2000s and your home has appreciated by $600,000 or more, gains above that threshold are taxable.

This is not a reason to avoid selling — it's a reason to plan. Brian Eliel works alongside clients' CPAs and financial advisors to make sure the full picture is on the table before any listing decision is made. Numbers first, then strategy.

Is 2026 Still a Good Time to Sell Despite the Tax Considerations?

For most long-term Oceanside owners, yes. The equity accumulated over 10–20 years is substantial, and demand for well-maintained homes in this market remains strong heading into 2026. Oceanside continues to attract buyers priced out of Encinitas, Del Mar, and Solana Beach — and that demand supports pricing.

The question isn't whether you'll profit. It's how to structure the move to keep as much of that profit as possible. Browse what's available across all cities we serve to start thinking about where your next chapter leads.

"I had no idea Prop 19 applied to me. Brian connected me with a CPA and we figured out I could move to Carlsbad and keep my Oceanside tax base. That changed everything about the decision." — Long-Term Oceanside Homeowner, Google 5-Star Review

Prop 13 and Prop 19 are part of why California real estate is unlike any other market in the country.
